A WPO/VESMP (Sec. 17-300) application is required for any land disturbing activity that is greater than 10,000 square feet or if the disturbance is part of a common plan of development or sale whose total land disturbance will exceed 10,000 square feet. A WPO/VESMP application includes an engineering plan that contains all of the essential details necessary to ensure that State regulations are being met for stormwater management including the following (Sec. 17-401):

  1. Application and fee;
  2. Erosion and Sediment Control Plan (ESCP);
  3. Stormwater Management Plan (SWMP);
  4. Pollution Prevention Plan (PPP);
  5. Stormwater Pollution Prevention Plan (SWPPP); and
  6. Mitigation Plan if a stream buffer is proposed to be disturbed.

VESMP applications that include SWM facilities easements or SWM Forest and Open Space easements require a stormwater management agreement, easement plat and deed of dedication. Easement plat applications can be found on the Planning Applications page. Stormwater Management Agreements and deeds of dedication for stormwater management facilities are prepared by County staff as part of the application process

A Common Plan of Development or Sale is a contiguous area where separate and distinct construction activities may be taking place at different times on different schedules. (Chapter 17, Section 205).
