Purpose
The Acquisition of Conservation Easements Appraisal Review Committee is a public body established by the Board of Supervisors pursuant to §A.1-106 of the County Code. This Committee reviews appraisals of the value of proposed conservation-easement purchases for the Acquisition of Conservation Easements (ACE) program to make sure they are consistent with appropriate appraisal guidelines and practices. Their review occurs before the purchase of an easement is recommended to the Board of Supervisors. The committee includes the County Assessor, a member of the ACE Committee, and a real-estate professional.
Meetings
There is no regular meeting of the Appraisal Review Committee. Instead, the committee meets when a request for proposal (RFP) for Appraisal Services is needed (every 3 years) for reviewing and accepting bid proposals. The committee also meets when the yearly easement appraisals are completed for each new class of ACE applicants. The purpose of these irregularly scheduled meetings is to review the individual appraisals and either accept them or ask for revisions to make sure they come to logical, easy to follow conclusions and pricing and are generally “consistent with appropriate appraisal guidelines and practices”. Meetings are held at the Albemarle County Office Building at 401 McIntire Road.
