VDOT requires a separate meeting for new entrance permits or projects involving public roads. Please contact VDOT at 434-444-4444 to schedule a VDOT meeting.
Purpose of a Pre-Construction Meeting
The pre-construction meeting is held to introduce the construction team (the County ESC Inspector, Responsible Land Disturber and site operator), review the project, and review the Virginia Erosion and Sediment Control Law and Regulations requirements to ensure compliance.
A pre-construction meeting is required before land disturbing activities can commence.
Issuing Grading Permits
Grading permits are issued at the pre-construction meeting if the form is complete and the fee has been paid. Otherwise, the grading permit will be issued within a day or two after the meeting.
The grading permit issuance date will be the same as the date of the pre-construction meeting.
Scheduling a Pre-Construction Meeting
Pre-construction meetings can be scheduled after the following items have been completed:
VSMP/VESCP application has been approved
Offsite nutrient credits have been purchased (if applicable)
Bonds have been posted
DEQ permit has been issued
A pre-construction meeting request form has been received

When the Meeting Will Be Scheduled?
After all the bulleted items above are complete and the Pre-Construction Meeting Request form has been received, you will be contacted by an Erosion Control Inspector to schedule the meeting (subject to availability). Meetings are typically scheduled within 1 week of the County receiving the request.
Responsible Land Disturber
The RLD must be provided on the pre-construction request form. You can check RLD certification status or obtain new certification at the links provided below. The RLD must be an individual and cannot be a company name.
